If you mean during the Edinburgh Festival, then you're home and dry, no
worries. If you mean at other times, then you should be okay as long as
you're in the "actual" city centre, the Scottish Police aren't too worried
about licences etc. if they think that the performer is a well-meaning
guy/gal entertaining the crowds. They can sometimes be not so keen on
the people who *really* need the money, homeless dudes asking for cash,
but that's another debate!
